How can I afford to offer two-way overnight free shipping on my store?

I know it is possible if you have thousands of orders to ship every day, but what about the small guy and you’re just starting out in e-commerce?
I heard some companies purchase reseller accounts with FedEx and UPS, so they get discounts and pass them on to their customers (the little guys), so they can offer free shipping.
Can anybody tell me the best FedEx and UPS resellers which offer the most discount?

I know that DHL has resellers but I am pretty sure that FedEx and UPS do not, at least not legitimate ones on small packages.
There are ways that you can get discounts on two-day overnight shipping. One method is to join an association that offers discounts to their members. I googled UPS discounts and the ABN listed below offers discounts on 2 Day starting at 10% and going up to 21% based on weekly volume.
FedEx also offers discounts for being a member of an association. Members of the US Chamber of Commerce get discounts up to 20%.
